Other Video editors/authors that assist in video production.

Shooting video on smartphone. I want to be able to edit a face. Maybe elongate or widen or add a beard. Is there software that will allow me to do this? I heard Adobe Premier 15 so I donwloaded it and started the trial period, but do not see such an option. PC = Windows 7 64 bit 3.8ghz quad core

Premiere Elements is video editing software. It's not going to help you edit a photo. Try Photoshop Elements. It has a feature for shaping faces and features and it's certainly capable of adding facial hair.

If you want to do that with video, After Effects may allow you to do that, but it will be very time consuming and your current computer isn't powerful enough to run After Effects.

As Steve said, doing this in Photoshop Elements is quite straightforward - but as Peru said, doing it in video is not a trivial task and it will need a lot of skill in keyframing and a lot of time and patience to achieve a result.

In fact, without a program like After Effects and some pretty professional skills, it's pretty much impossible.

Thank you for the replies. I think I can do what I desire. Next question is how can I blur a specific area like shirt logo?

One way is to copy the video to video layer 2. Crop it to what you want to blur. Apply a blur effect. Keyframe its position and scale if necessary.
