Specific to Premiere Elements version 13

I had been using PRE 13 for the past three years without a problem until recently. All of a sudden, when I opened the program it would allow me to access it only as a free trial version and not as my own program. Many times I tried providing my serial number. It seemed to take it, but then I noticed that I was still in the trial version of Elements. I spent over five hours with Adobe technicians online, giving two different people access to my computer to try to troubleshoot. Not only did neither of them resolve this problem, but the second guy ended up messing with user accounts and ended up blocking me completely from my computer. I had to send the computer out to be fixed so that I could get back into it. I have the computer now, have uninstalled and reinstalled Elements, but the same problem persists.
Since Adobe has been no help with this, I'm wondering if anyone here might be able to help me.

Try this:
Make sure your Folder Options are set to Show All Files. Go to C:/Program Files (x86)/Common Files/Adobe and change the name of the folder OOBE to OOBE_OLD, then restart the program.

Thank you for your message, Steve. I made that change to the name of the folder. When I opened PRE again, I got this notice: Adobe Application Manager, required to run your trial, is missing or damaged. Please download a new copy of Adobe Application Manager from http://adobe.com/go/applicationmanager. It still has me using the trial version, apparently.

Although it says that the application manager is for Creative Cloud, it is also for Premiere Elements. Download it and see if that fixes it. Some users have had success with that.

Peru, Thank you for your message. I just downloaded that. I restarted the computer and got back into PRE 13, but again even after I provide the serial number it still has me on the trial version of the program. Very frustrated.

The OOBE folder is, I believe, the key to this mess.
Try uninstalling the program, deleting that folder and then reinstalling it.
I had this same problem after a Windows Update. All of my Adobe programs became 30 day trials! Forcing that folder to be recreated fixed it for me.

Steve, Thank you for your message. I just uninstalled PRE 13. I went to delete the OOBE folder, but I got this message: "The action can't be completed because the folder or a file in it is open in another program. Closer the folder or file and try again."
I don't have PRE 13 open. I don't see any program open. All I have is the browser open.

You might have to restart and then stop the Adobe Services; Adobe Genuine Monitor, AdobeUpdateService, Adobe Genuine Software Integrity Service and Adobe Active File Monitor. Not sure which one of those may be monitoring that folder but I bet at least one of them is.

Or try re-booting the computer after uninstall the program.

Try looking in task manager and expand the heading for Description in the Processes tab.

I've just restarted each of these. Should I now install PRE 13 before stopping them, or should I stop them before I reinstall Elements?

Hi Johnny,

Stop the Adobe services and then try to delete the folder.
