After all the editing etc, and everything looks groovy on the rendered timeline and export to avi.
...My edit cuts to hit music beats exactly, are off beat by a millisecond when I burn the final DVD.
Anyone know why?

Early versions of Premiere Elements weren't terribly effective with working with video other than tape-based miniDV and HDV. MPEGs (and VOBs from DVDs), when used as video sources, sometimes led to off-beat audio or video in which graphics moved out of position. As before the source is Hi8 from DSR-11 and no graphics just video footage cuts. I put onto dvd from the timeline large chunks already rendered. Hardly any rendering to do, but some transitions and touch ups with audio. I didn't export to an avi before I put to dvd, I made the dvd from the timeline. I'm trying one now from an exported avi with no rendering to do at all. Maybe that's what I should have done, but I'll know in a while. Thanks... Re: Pic Cuts to Music are 'Off' on DVDYou could export to an AVI, unlink the audio from the video, and then nudge the audio until it's synced. That assumes that it's off by the same amount all the way through, not gradually getting further out of sync as it goes. It would be a workaround fix though. I'm just full of clunky fixes the last couple of days.

Re: Pic Cuts to Music are 'Off' on DVDTony, Are you really still on Premiere Elements version 3? I would recommend using another program to burn the DVD, like ImgBurn.
Then you can try burning to a folder and use ImgBurn to create the DVD, see if that makes a difference. ImgBurn is a free program. http://www.imgburn.com/ It could also work to save the project as a new name, restart your computer, don't do anything except open the new Premiere Elements project and go directly to burning the DVD, don't do anything else. Another option is to add the AVI you've created to another project and burn that project to disc. Oops, saw you tried this already without success Also, upgrading to version 10 or 11 would probably be worthwhile. 1. I have IMGburn already. So I just burn to a folder in PE3? OK, will try that now... Yes, I should upgrade but I know this interface so well. It also does everything I need, except preserve the exact cuts onto DVD...However, I'm biting the bullet and looking for a deal on PE-11...(Maybe I'll get it, maybe I won't ) Are the cuts 'exact' on this version? OK, this is later. I burned to a folder then DVD'd on IMGburn...The cuts are much better! Not 'quite' there, but better. I shall do this from now on...Thanks Chuck! Re: Pic Cuts to Music are 'Off' on DVDGlad that there was some improvement Tony, might not even be noticeable by the viewer now. I'm sure you can tell, but can someone that didn't create it see and hear the difference? I still think that an upgrade to version 10 would also help.

None of the new versions of Premiere Elements are actual upgrades, they just come out with a completely new version every year. It will work fine on a 32 bit XP machine but takes a little more power than version 3 does. Should be ok on your machine though. You might want to try the Version 12 trial and see how that works. If that works ok then version 10 will be fine too.

I started having this issue in PRE-3 as I remember. There was no known answer. I spend a huge amount of time looking. The short story is that I moved over to Premiere Pro and have not looked back. But because of this Adobe cloud strategy…. I would recommend you upgrade to PRE 12or, look for CS6 PPro Sidd "Life moves pretty fast.
