I'd like to start a clip with the full video frame say about a quarter size and then zoom it to full size over about 5 seconds

Is this possible, I can't figure it out using the Pan and Zoom tool.

Thanks, I have watched it and also the one Steve did on Pan and Zoom.

What I'm trying to achieve though is different to any of the examples, so I'm not really any wiser!

It sounds like rather than a pan and zoom you're trying to keyframe scale --- from a view of clip at one-fourth its size to a full screen.

Is that right?

Bernie,

Don't use the pan and zoom tool for this. That tool is designed for zooming and panning within a clip.

This type of zoom is very easy using simple keyframes. You would use the method shown in the "( Elements #10 ) Simple Pan & Zoom" tutorial (it's the first one on the page that was linked to previously). You would move the current time indicator to the beginning of the clip and set scale to 25 then turn on keyframing as shown in the tutorial. This will set the starting keyframe. Then you would move the current time indicator to the time (5 seconds later) where you want it to be full scale and adjust scale to 100. That will set the ending keyframe. That's it. This will center the clip and zoom from 25 to 100% over the time interval.
