I went back to www.dvdate.ru and saw that he has a DVDate version for Premiere Elements 9.
Do not use it on any video clip other than DV-AVI because it will most likely lock up Premiere Elements 9.
If you need a counter, such as for frames, for your non dv-avi movie, you can create a DV-AVI green-screen clip that's as long as your movie. Use the "optimize stills" option in the advanced DV export settings. That will greatly speed up the export. Then in another project put the "green-screen" DV-AVI on the timeline and add the DVDate effect. Export that to any video format and frame size you want. The exported video can be used as an overlay in your main project. Use the Videomerge effect to key out the green background.
There is also a version for Pro CS5, but doesn't Pro CS5 already have a Timecode effect?
