Well, the difference between Premiere Elements and Premiere CS4/5 is like the difference between Photoshop Elements and Photoshop CS4/5. Unless you're a professional, you may not even miss the professional features in the Creative Suite.
Although Premiere Pro CS4/5 is a much more stable product. Adobe dedicates a lot of time and money into keeping it one of the best programs of its kind. With Premiere Elements, I sometimes feel like Adobe isn't really concerned with getting rid of all the bugs. It's a good product -- but occasionally I find something wrong with it that really makes me wonder what Adobe was thinking!
Premiere CS4/5 also uses embedded timelines rather than a single timeline -- which is my favorite professional software feature! It allows you to work on your movie as individual parts and them combine them into a single project.
So it's a little hard to compare the two. But, for my money, if I had the CS4 version of Premiere, I'd likely not ever use Premiere Elements.
