Does my PE 9 or Pro 5.5 give me the capability of distorting someone's face, so as to conceal their identity?

Are you talking about blurring a face, like they do on COPS?

I'm only asking about masking identity by changing or hiding the face. I do it manually in different ways. I would like to know if there's an effect or easy technique in these video editors.

So when you say "masking" you mean just covering it with a black box -- as opposed to blurring someone's face?

There are definitely ways to do it. We just need to know what effect you're trying to achieve.

I thought about this and used some of my own techniques, but my question is not how I am doing it or wanting to do it. I am wanting to know how other people hide a person's face. I would like a few more options. I deal with life-and-death situations.

I just use the blur when hiding any type of identity, person, license plate, name or other personal info on a document, etc.
1. Thinkpad W530 Laptop, Core i7-3820QM Processor 8M Cache 3.70 GHz, 16 GB DDR3, NVIDIA Quadro K1000M 2GB Memory.

2. Cybertron PC - Liquid Cooled AMD FX6300, 6 cores, 3.50ghz - 32GB DDR3 - MSI GeForce GTX 960 Gaming 4G, 4GB Video Ram, 1024 Cuda Cores.

Exactly how do you do that, Chuck? And how would I do that with a photo? Can I do it in PE9 and in Pro?

Overwhelmingly, this is done with the track matte key effect. Specifically, you want to do a "cops" effect. See this post from last year.
