After Effects can only add to the menu effects and transitions, it cannot create a menu as far as I know.
Encore and Photoshop are the only programs that can actually create menus I believe and I'm not all that sure about Encore creating a menu from scratch either. Here are some tutorials below:

Creative Cow has a training series on DVD that includes Menu Creation

Lynda.com also has some great After Effects training which includes working with DVD menus.

Normally, DVD menu templates are made in Photoshop. Encore can use these templates as is or you can customize them by replacing objects while in Encore. Encore provides a library of object elements that you can use for this and you can even build a menu without a template and use elements of your video assets. After Effects can also create dvd menus for Encore. Normally, After Effects is used to make assets used in DVD menus: motion backgrounds, animation sequences, video transitions and such. It's easiest if you have the Production Premium Creative Suite and can use dynamic link between Encore and After Effects.

The dvd template naming conventions and layer structure is documented in Encore Help.

Jon Geddes, besides offering Menus for sale, has tutorials on using AE to create them in Encore. He's a frequent contributor to the Encore forum.

Good luck,
