Photos are generally 4:3 images. Resizing them to 16:9 would entail either distorting them or cropping them.
If you use the 1000x750 pixels size we recommend, you can fill your 16:9 screen and and, by scaling and position, you can decide then if and how much you want to trim from your photo.
On the other hand, if you're creating a graphic to fill a 16:9 video frame -- then, yes, 855x480 (give or take a pixel) should fill the frame.
