Error 1935 when installing PE8

When I try to install Premiere Elements it will install all files but then I get a error that says ""Error :1935 Installation of Assembly component failed " and the installation then rolls back and quits.
I tried cleaning the registry but that did not help.
What should I do?

I'm running Windows Vista Home Premium with SP2 installed.

You might find an instance for your specific error but a quick question, are you installing the software as user 'Admin'?

I'll have to check-my main user account is of te admin type.
