Just upgraded from v4 to v8. Can anyone explain why my video preview looks like this? These are DV clips that i captured using version 4. I also tried a fewer other types of video clips and still the same result.

These are from a miniDV camcorder? Hmm. Those clips usually come in flawlessly!

First, ensure that you have the latest version of Quicktime and the latest drivers (from ATI or nVidia) for your graphics card.

If that doesn't fix it, right-click on the video in your Monitor panel and select Playback Settings. Try out a couple of these settings and see if they make a difference.

Version 8, I'm finding, does do something different to its captured video -- though video captured with previous versions should be no problem for the program.

It's working now. I removed PE8. Updated my video card driver and quicktime. Installed it again. Not sure what did it, but it's working fine now.
