DVD authoring: How can I run a disclaimer at start up of DVD

Who can help.
I have my editing completed including DVD menu + submenu
Everything works fine.
I want to place a disclaimerlike trailer at startup of the DVD that is visible before the main menu is displayed.
Is this possible within Premiere Elements 3 or need I other authorware??? :?:

You can't do it in Premiere Elements, but here's how to make it happen.

You can also do this with PGCEdit, it is a freeware program that is used to edit the DVD information after burning to a folder in Premiere Elements. There is a lot of information about it at videohelp.com.
1. Thinkpad W530 Laptop, Core i7-3820QM Processor 8M Cache 3.70 GHz, 16 GB DDR3, NVIDIA Quadro K1000M 2GB Memory.

2. Cybertron PC - Liquid Cooled AMD FX6300, 6 cores, 3.50ghz - 32GB DDR3 - MSI GeForce GTX 960 Gaming 4G, 4GB Video Ram, 1024 Cuda Cores.
