NTSC avi convert to PAL

Hi everyone,
I havn't seen this thread so does anyone know if it's possible within Premiere, either PE4 or Pro to bring in an NTSC AVI and export as a PAL edit.
I know you can standards convert if you have the equipment - but anyone have an idea or a plug-in thats avaialble.
Someone on another forum mentioned avisynth??
I'm buying a small flash surfcam thats records 30fps avi and I live in a PAL dictatorship.

That's a very tough conversion and one that's not done easily in Premiere Elements -- particularly since flash-based camcorders often use unusual codecs for compressing their video.

See if you can convert it to a DV-AVI with either Prizm or Super.

Do you really need to convert to PAL? How do you intend to view the final export?

Hi Paul,
Here's a few specs. these guys don't make a PAL version. But I want to edit and view my masters in PAL.

Resolution: 5 megapixel (2592x1944) photo, 512x384 video

Sensor: CMOS
Video Format: MJPEG, 30 fps, saved as .AVI file
Optics: glass lens, f/2.8 aperture, with ultra-wide 170º angle of view
Modes: video, standard photo, photo every 2 or 5 secs, 3x photo burst sequence, self timer, upside down photo/video flip
Audio Format: 8kHz, mono
Memory: 16 MB internal, expandable to 2GB with SD card (not included), expandable to 4GB with SDHC card (not included) via free software download from GoPro website–available soon
Capacity: 56 minutes video (incl. audio) or 1,945 photos with optional 2GB SD card. 1hr 52min video (incl. audio) with optional 4GB SDHC card–available soon

Are you going to be burning a DVD? If so then I can understand why you want to edit in PAL. However if you will view on a computer there is no need to.

I'll be burning the edited master to DVD, and uploading also as wmv and quicktime.
