How to blend vidoes and pictures?

How do I blend videos with pictures in premiere elements 4, without blend/composites modes, i.e. add, screen, subtract, ect.

Hi bluefire, and welcome!

You have asked a very open ended question, so we will probably need some more detail on what you are actually trying to accomplish.

Generally you can blend by having the video clips and photos on separate tracks and using the Opacity property of each clip to fade them in and out. You can also use the options for scaling (zooming) and position.

It sounds to me like you have to get up to speed on using clip properties and keyframing. I would start by browsing through all of the tutorials on the site here.

I'm trying to accomplished an effect like this:http://i125.photobucket.com/albums/p64/sapphirecharmed/sonyleo_0.jpg. Is this possible with premiere elements?

In most cases just a simple lowering of the opacity will work.
It is also possible to use a Matte, edge feather, and a few other effects.
But to answer your question, yes you can do that with Premiere Elements.

I'm sure there are lots of suggestions and I would like to hear them myself :)
