Specific to Premiere Elements Version 7.

Whenever I drop a video into the timeline and hit play to view the video, the video becomes choppy. The audio is fine and crystal clear but the video will play for a second, freeze, then jump further down the clip. Has anyone had this happen to them?? The RAM on my CPU is 4 gigs, I think I had adjusted the settings when opening a new project to the video the best I can and it still acts like this. I am using a Canon HG10.
HELP?!?!?!?!

You're using an AVCHD camcorder, so first make sure you're using an AVCHD project preset -- and then make sure you've got the hardware to support it. AVCHD, as we discuss often on these boards, are huge files that are highly compressed, and I wouldn't recommend using anything less than a quad core processor to edit them. If that's out of the question and you've got adequate hardware to edit standard hi-def, this program will convert AVCHD to a more standard HDV format. It will still take a lot of computing power, but you can get by on about what half what AVCHD editing requires. http://www.adobeforums.com/webx/.59b78d01

Would not having a quad core processor cause the video playback to act like it does?

Hello Troy, welcome to Muvipix. If you are in the market for a new PC I'm sure that you will receive a lot of opinions here. My suggestions, to get the ball rolling regarding a minimum config, would be to include either a dual or quad core processor; 3Gb Ram; two hard discs - one for the system and software and one, ideally a minimum of 500Gb, for your video work. If you do a forum search you'll find some recent discussions on this subject, including some 'build it yourself from components' postings. The Dell outlet store is a useful placeto lurk on the look out for keenly priced, well specified machines.
AMD Ryzen 3900x 12C/24T, ASUS x570 mobo, Arctic Liquid Freezer ll 280, Win11 64 bit, 64GB RAM, Radeon RX 570 graphics, Samsung 500GB NVMe 980 PRO (C:), Samsung 970 Evo SSD (D:), Dell U2717D Monitor, Synology DS412+ 8TB NAS, Adobe CS6.

But, of course, bigger challenges if you plan to edit AVCHD video from that Canon of yours.
In that case you should look into a quad-core processor with a good 4 gigs of RAM and at least 500 gigs of hard drive space. (And you definitely do NOT want a laptop.)

I saw a Dell XPS Studio with a quad processor and 6gigs of ram. I wanna say the HD was 640gigs but it may have been 500. It was about 1k I think that may be the way to go.

Can"t go wrong with a Dell in my opinion, I have 5 of them, all desktops, and the laptop I use for work is a Dell too.
You might want to check the Dell Outlet for scratch and dents or Refurbished units, the prices can be really unbeatable. If you check around and wait for what you are looking for you can get it at close to 1/2 price, some have amazing warranties and software included.
1. Thinkpad W530 Laptop, Core i7-3820QM Processor 8M Cache 3.70 GHz, 16 GB DDR3, NVIDIA Quadro K1000M 2GB Memory. 2. Cybertron PC - Liquid Cooled AMD FX6300, 6 cores, 3.50ghz - 32GB DDR3 - MSI GeForce GTX 960 Gaming 4G, 4GB Video Ram, 1024 Cuda Cores.

That is actually the exact one I am getting except I got an upgraded Video card and I got 6GB of Ram. Dell is having a promotion with the upgraded RAM for free and a 22" monitor. I got it thru Dell Online so, I got it with credit at 12 months interest free. I will keep you posted once I get it.
