Reduction In Volume

How do I get the volume in a time line to reduce to zero and then increase to full volume. We used to have a "Rubber Band " that would this for me but perhaps this was Premiere Elements.

No such thing as a stupid question here.

Premiere Pro still has a rubber band that you can use to adjust the volume if you want. It's perhaps easier to see than to describe, see this Tutorial. There are also other ways to adjust the volume.
