In Premiere Elements 3.0, there is an option that is suppose to allow playback to continue even if you change focus to another application, but that option doesn't seem to work. Here is how you can play back video in Premiere Elements 3 when another application has the focus.
There's an little utility I've tried called Windows Sniper that can "Encapsulate" Premiere Elements" and allow playback to continue while you have another window active. There's a 30-day trial, and $15 to purchase.
The interface is suppose to be intuitive, but here are some starter instructions:
After starting Windows Sniper, select "Application" as the Traget Mode. Then for Action select Encapsulate. Drag and drop the target icon to the Premiere Elements title bar. Click "Take Window Out." Finally click the "+" button.
To unencapsulate, it appears you need to select "Bring Back" from the menu. Then to encapsulate PE again, just click "Take out window."
