I have been involved in a number of discussions about Scale To Frame Size (STFS) here and have had major problems with it. But only with video - stills seem OK. The basic idea is that it automatically scales the photo or clip to fit the resolution of the current project. But it is not the same scaling that you have available in the Properties.

So if you are just using it for stills, you should be OK using it.
