I found this small program that will change 4:3 photos to 16:9 and it does a pretty good job of it. The trial version has a small logo in the lower left hand corner but if you output the photo to match the input settings the logo is so small you can barely see it.

I don't see that it does anything that I couldn't do already in Photoshop or Photoshop Elements with just a few easy manual steps. It would probably be useful for those using a less capable photo editor though. If you have Photoshop CS4, the content aware scaling is even better.
