I have been making a cartoon effect video using efects in PRE and would like to try this plug in to see how it compares. Could someone please tell me where on my pc do I save it and how will I make it work with PRE8?

It will install into the right place automatically, but close PRE8 before installing. You will find it under Effects.

...mmm not sure about install location. When I selected download and then save the location it opened up for saving was a random file with images in it.

It's an .exe file. Once you save it to any location on your disk you right mouse on it and run as administrator. That's for Win. I don't have a Mac so can't help you if you have a Mac.

I am using PE-8 so, I guess it doesn't work for that version. I downloaded and installed it. When I tried to use it, it just crashed PE-8

That should not happen, Paul. It should be perfectly compatible with version 8.

Norton Internet Security really, really did not like it. It tried to persuade me several times not to proceed. But I did anyway. When I tried to open the downloadedvfile I got a message to say it had not installed properly. Norton really is a bit of a bully and I I'm not sure I want to try turning it off just to download this file! I don't think I want the effect that badly - unless someone can tell me it's definitely worth having.

This odd because I've found NIS to be very good at balancing between caution and convenience, so I decided to try it myself. Norton did give me a warning that the file was not a commonly downloaded file, but then scanned it and declared it safe. I had no installation problems. If you believe that Norton is the cause of your problems I would not hesitate to turn it off temporarily to do this installation. If that's all that you do while it's turned off, there's very little chance of any harm being done in that short timeframe. Just be sure to turn it back on immediately after.

I wish CartoonR had support for CS5. Looks like they stopped at CS3...

I've gone back to this and managed to download and install the free Cartoonr without any problem this time. I tried it out on some random clips. It's very effective and I like it a lot but after applying it to the first three short clips PE8 crashed every time I clicked on the effect to drag it to the next clip. I tried several times but it just kept crashing.

....so I contacted NewBlue and after a couple of days I got a message to say that I was using a very old version of PRE (I'm using 8) and words to the effect that the effect was optimised for newer versions. But no solution unfortunately.

That answer is a big bunch of baloney, I use the Effect in PRE7 and it works with no problem. Your problems with the FX seem to be specific to your system. Maybe another round of uninstall/re-install will do the trick.
You also never told us about your footage and project settings, this could also be a source for the problems you are having.
