I'm of course using video in the example from the excellent Muvipix motion backgrounds.
I used Vegas Movie Studio but the Track Matte in Premier Elements would do the same thing.
First you need to create a frame. I drew this is LibreOffice Draw (
http://www.libreoffice.org/) and then did a screen capture to Photoshop Elements to scale it to the right size. I also filled in the middle of it to create a mask. These two images are here for reference although doing it again I might make the border slightly thinner. You could also the boxes to the esdge of the video and not have the left and right sides of the frame.

Track 5 - Background Video
Track 4 - Lower Third Background Video. This is set as a composting child to track 3. The opacity was set to 75% as well.
Track 3 - Matt set as a multiply (mask). I applied the "Mask generator" effect using the Luminance Mask inverted.
Track 2 - Frame. I applied "invert" and then the "Mask Generator" again using Luminance.
Track 1 - Title Text - slight background shadow and free-form positioning to get it "just right"
Couple of fades applied and we're done. Here's a picture of the final workspace showing how everything's laid out.
