PE10 Editing Has Stopped Working

Suddenly today, I open PE10 and click the EDIT button, the bar appears as if it is going to open it but after a while it stops and nothing happens. I am able to open the ORGANIZE section. I thought the simple solution would be to reinstall, but when I tried to remove it, I had a message to deactivate the serial number first.

Is reinstalling the best way to fix this? If so, how do I deactivate Serial number so I don't have problems reinstalling?

Reinstalling probably won't fix this.

It's most likely that your licensing got corrupted. Try the licensing repair tool at the bottom of this page:

Thanks for the link but unfortunately none of the methods with this download worked. (It said it was for Acrobat 8 & 9 and Creative Suite 3 & 4 products. I assume PE10 falls under this?)
Is there another avenue to try or do I have to make the dreaded customer service call?

If you are going to install on the same computer you don't need to deactivate.
If you would like to deactivate first you can, see screen shot below

Before you go through the trouble to uninstall and reinstall, try this:
assuming you have Windows 7 go to: C:\Program Files (x86)\Adobe\Photoshop Elements 10 and click on > PhotoshopElementsEditor.exe.

If this opens the Editor for you, create a shortcut and put on your desktop. Open the program from there in the future.
A) i7-3930K 3.2GHz (3.8GHz Turbo), 32GB DDR3-1600, SSD 256GB, 2x1TB+2x2TB Seagate Barracuda (72krpm), Geforce GTX 550 Ti (1GB), Win10 Pro 64-bit

Open the Task Manager and click on the Processes tab.

If you see Pre10 at the top of the list, select it and then click on End Process.

You may then proceed to open the program normally.

Thank you everyone! Task Manager didn't work either but finding it in Program Files and creating a shortcut did the trick! Once again the Muvipix team is my hero!!
