Will any videos posted count against the gallery total for each user? 1. Thinkpad W530 Laptop, Core i7-3820QM Processor 8M Cache 3.70 GHz, 16 GB DDR3, NVIDIA Quadro K1000M 2GB Memory.

No size limit, the video could actually be at a totally different domain. The video itself is not actually embedded, just the code.
If they upload to the Gallery, then point the URL in a post, then yes, it will count against the gallery.
This link will give you information on embedding images, etc, into posts. Once I perfect video embed, I'll post a how-to on that as well. To use the "attachment feature", when creating your topic/replying, scroll down a bit and you'll see the attachment tab. Below is what an attachment looks like.
