Location for low-cost Commercial HD Server?

Currently I am using http://www.ooyala.com
It's not a bad service and at $0.25/hour of play (not download) for the account(s) it is very affordable.
However, I have had some challenges getting quality video online there, and I don't get HD - the best I an allowed in this package is 500kbps.
If I tweak the export I can get fairly acceptable results.

But to go to the next level, I go form $25/mo (in most cases) to $250 and in some cases as high as $1500?
I would not mind paying a bit more if I could even get better SD quality?

I don't know, maybe I am being too picky?

Vimeo provides great looking video and the basic service is free.
1. Thinkpad W530 Laptop, Core i7-3820QM Processor 8M Cache 3.70 GHz, 16 GB DDR3, NVIDIA Quadro K1000M 2GB Memory.

2. Cybertron PC - Liquid Cooled AMD FX6300, 6 cores, 3.50ghz - 32GB DDR3 - MSI GeForce GTX 960 Gaming 4G, 4GB Video Ram, 1024 Cuda Cores.

But they do not allow commercial use of their service? They are pretty clear about that.
