I think that would require other software and would depend on if you need interaction with the audience or not. You can do this without Camtasia or Techsmith using tools like Go to Meeting, OBS, Facebook Live, Youtube Live. There are lots of streaming tools out there now that can provide a ton of functionality, just depends on what all you want to do. 1. Thinkpad W530 Laptop, Core i7-3820QM Processor 8M Cache 3.70 GHz, 16 GB DDR3, NVIDIA Quadro K1000M 2GB Memory.
2. Cybertron PC - Liquid Cooled AMD FX6300, 6 cores, 3.50ghz - 32GB DDR3 - MSI GeForce GTX 960 Gaming 4G, 4GB Video Ram, 1024 Cuda Cores.
Re: create a "pointer" effectAlthough it now sounds like you want things to be a bit more interactive (which isn't possible in Premiere Elements), here's my tutorial on creating a freeze frame with animated arrow in Premiere Elements. Hope it's helpful.
