Should I upgrade from 15 to 18?

I bought Photoshop and Premiere Elements 15 on Amazon. Somewhere I read there was a nice discounted price for the upgrade from 15 to 18. I am not finding anything about that on Amazon. Anyone? Also, are there great new conveniences and breathtaking new capabilities on 18 making it work the full price of upgrading from 15 to 18?

The current version of Premiere Elements and Photoshop Elements is version 2018.

Keep in mind that Adobe has released a new version in September or October in the past.
