Specific to Premiere Elements version 15

Hello. I did an Instagram live chat yesterday that lasted for an hour, but I noticed that the audio and video are out of sync with each other. I tried Hardbrake twice following Steve Grisetti's tutorial, but I haven't had any luck fixing the problem.
I did the recording using my iPhone 8 Plus. My intention is to upload it to my YouTube channel but I can't right now because of the out of sync problem. Can someone help please? Thank you in advance.

Can you confirm that you're working in Premiere Elements 15? And on what operating system?
Open your iPhone video in the free download MediaInfo. In MediaInfo set View to Text and then copy this text and paste it to this forum. With these detailed specs we'll know more about your original file.
Also, if you can make your iPhone video (or part of it) available so we can experiment with it, all the better. You could post it to a public Dropbox folder and post the link to it here so we can download it.
Your iPhone is likely recording your video as H.264 HEVC video, which Handbrake should convert to editable video. We may need to dig deeper into it to find out why this is not the case.

Also if you have a newer iPhone it could be recording in HEVC which might contribute to the issue.
You also might include the handbrake settings you used too.

I have been having issues with Dropbox so I can't send you the file. But you can check my Instagram account - criticalbeautyofficial - and it would be the latest video you'll see in the IGTV section ("Interview with Stephanie Wyatt - Miss Grand England 2020)
For example, starting at 3:09, my interviewee and I are talking over each other. Or starting at 4:11 when I ask her to talk a little about herself, she "jumped in" right away without letting me finish my question. I mean, of course she didn't do this during the actual live interview, but you know what I mean.

I spotted that it is using Frame rate mode : Variable which I think is the problem.
But handbrake should be able to fix that pretty easily.

I changed it to Constant and it still didn't work.

I see a couple of issues. A 603x432 frame size for instance.
I'd really like to get my hands on the original file and see what I can do with it.

You can send a sample clip (maximum 2GB) via the free to use WeTransfer service. Over 2GB one has to pay. https://wetransfer.com/(Steve, don't know if a 2GB sample will be enough(?)).
