I came across a utility from Diskeeper called Undelete that replaces the Windows Recycle Bin with the added benefit that files that are deleted by applications behind the scenes are also stored in the Recovery Bin.
This means that the .m2v and .ac3 files that are are temporarily created when you burn a DVD disc or folder in Premiere Elements and then deleted when you exit Premiere Elements are also stored in the Recovery Bin.
.FLV files that are stored in the hidden temporary folders when you watch videos on YouTube get stored in the Recovery Bin after they are deleted. "Temp" files and folders are by default included in an exclusion list, so you will need to remove the "temp" files and folders from the exclusion list.
