Specific to Premiere Elements version 13

As I told you in a private message, Judy, we can offer general solutions, but we can't guarantee we can get your computer or the program running perfectly. Operating systems are far too complicated.
It still could be anything from an outdated driver (regardless of what Dell says) to a conflict with another program to a piece of hardware overheating to -- well, so many things.
We can continue to offer suggestions but, if neither version 13 nor version 14 can open, it may not be fixable -- and you may want to consider CyberLink PowerDirector, Sony Movie Studio or another similarly-priced alternative.

That's absolutely true Steve but if Judy is paying for that Dell support then they should be doing more about resolving the problem. It is certainly strange that only one piece of software appears to be affected and (IMHO) it really shouldn't be necessary to have to compromise on ones choice of software simply because there is an underlying problem with the PC. Time to make Dell earn their corn I think, Judy. There really has to be some fundamental PC problem that is causing this issue.

I agree, likely a driver problem or an application conflict. Judy, Can you supply a list of all programs that you have installed on the computer? Any external hardware?

Thanks for all the suggestions. I went to a driver fixer upper link to get a download to update my drivers for my video card. I got lost. I am, however, going to talk to a DELL technician at noon tomorrow and will, once again, have him update the drivers for my video card. Also, Peru suggested that I send a list of my programs. Do you know how to make a copy of the several screens of programs I have? Then do you really want me to take up that much space on this forum? Is there somewhere else you would rather I send them?

Don't use a driver download program. Only get the drivers directly from the computer manufacturer or the hardware manufacturer. How many programs are installed? You can do screen captures with the Snipping Tool: https://www.youtube.com/watch?v=ARhucBQSumEThen go here to post the image online: https://postimage.org/and click on the icon to the right of "direct link." Then click on the Img icon above the Muvipix reply box and paste in the image. There may be an easier way, but that's how I do it.

I am so excited! I installed Windows 10 and I am cautiously optimistic that my PE is going to quit freezing and crashing.
