On Elements we have the little camera that we can click to pull a still from the video.

How can I do that with PP CS3?

Export a still image
You can export any frame as a still image file.

Choose File > Export > Frame.
Click Settings.
Choose a format for File Type. Click Compile Settings for the file type you chose (if available), specify options, and click OK.
For the Compile Settings available for Compuserve GIF, see Export a still-image GIF or animated GIF.

Click Video, and specify options.
Click OK to close the Export Still Frame Settings dialog box.
Specify a location and filename, and then click OK.
When you export still images from DV for use in square‑pixel graphics or video, you can prevent distortion by setting the Pixel Aspect Ratio to Square Pixels (1.0) and setting the Frame Size from 720 x 480 to 640 x 480 pixels.
