I ran across this yesterday while trying to find some sort of editable newspaper image for a school project. It's a multi-layer Photoshop file with absolutely every individual piece on its own layer so it can very easily be customized (took me about 15 minutes to create my own.) The image quality is excellent, it's free, and it loads into AE as a 'continuously rasterize' object so the quality maintains when zooming in. I haven't tried it in Premiere or PPro, but I would hope the results would be similar. If you're new to Photoshop, the tutorial looks helpful and if not it's very easy to figure out what each layer does what since they're all named appropriately. I just contacted the site to see what happened to the newspaper template. I'll let you know what I hear from them. Regardless, there are quite a few nice tips and templates there, as RJ mentioned.
