As you say you need to select the 16:9 project settings. Then when the video is in the PE3 Media Bin right click on it. Then select Interpret Footage, then select Conform To and select the widescreen option. The clip will then appear as 16:9 in the timeline/monitor.

I dont recall now if there is an uninstall facility with WAX. Anyway when you uninstall PE3 clear your preferences (confirm C:\Documents and Settings\Paul\Application Data\Adobe\Premiere Elements\3.0 has been deleted) as well and manually delete the C:\Program Files\Adobe\Adobe Premiere Elements 3.0...

Regarding the processors... no question, Intel Core 2 Duo wins hands down over the AMD dual core processors. I have both and the Intel is much faster. Take a look at this report comparing the two...
