A simple way is to use the Titler. Open the Titler, then in "More" select "Text Only", then pick a large font like "Bell Gothic White", write your text, highlight it and size it and select "Bold" to make it even more chunky. Go back to Edit and place the Title...
If it does not require rendering (ie no red line) then I doubt if reverse field dominance has been applied... with RFD applied you would need to render the source file. Regarding jayell's comment about WMM exporting a TFF movie as a BFF DV-AVI... I am not sure. I would have hoped so.. guess only way...
Go for HDV... capture in Hi Definition so in the future you can see all your memories in Hi Def, when all you can get are HDTVs, and in the meantime downconvert in the camcorder and capture as DV-AVI.
I agree with Chuck, your processor is more than capable of running PE3 (same one I have). RAM is your problem, upgrade your RAM and you will be flying.

Video Girl, when you have the vob files on the timeline, right click on them and in Field Options select Reverse Field Dominance and then export them to DV-AVI (File>Movie>Export).
Do you have the camcorder set up to down-convert to DV-AVI. You need to set the "I-Link Conversion" to ON in the camcorder, and the format set to DV... if I recall correctly. You need to read the manual in detail to ensure all settings are correct.

Do you mean the edges of the video are outside of the safe region when viewed in the monitor? If so, yes the outer region will more than likely be lost and not seen on your TV unless you have an LCD/Plasma TV.
