Regarding using Version 3. Even though the 3.0.2 patch cures the slow response of PE3 in the Sceneline view it hasn't fully resolved the Timeline responsiveness. So in complex projects with many stills/videos it is best to avoid Video track 1. So put your media on Video track 2.

If you are using the FX1 then yes PE3 is a good move. Regarding the PIP and split screen these can easily be achieved and are the same as in PE2. Some of the tutorials should cover these.
