I go through news in Photoshop CC and finds a filter - oil painting - that does not work for me. When I search for the cause, I find that my video card might be the cause. I have an AMD Radeon 8570. Could it be the reason?

How much video ram do you have on your video card? Photoshop wants OpenGl 2.0 support and greater than 512 MB vram (1 GB is recommended). Your card supports OpenGL 3.0 so that should not be a problem. Too little vram could be a problem. Also, do you have the latest video driver installed?
The Radeon 8750 isn't officially supported. See this Photoshop CC GPU FAQ. |

According spec up to 2GB GDDR5 or DDR3 vram. I have the latest driver from 2014/04

I found a document on the news PS CC 2014 at the Adobe website. There was also removed features include oil painting.
