I'm new to the forum, and though I own PRE Version 10, I'm inexperienced.

I'm wondering whether it's possible to edit a live stream during ingest. Specifically, I would like to mark an "In" and "Out" point during ingest, and drag the resultant clip to a timeline for editing, while the ingest continues to be captured.

Probably not with Premiere Elements. Although someone with experience capturing live stream will be along soon with more detailed information.

I don't know of any software that will do that.

Are you capturing from tape, or are you capturing tethered directly from the video camera bypassing tape?

I appreciate the responses.

In this case, I am capturing directly from a video cam.

I know this is possible with high end hardware and software used by news agencies. It's something, for instance, a Sports Network would use to create "In Game Highlights". Just wondered if it was possible with PRE 10 to "grab" a clip from an ingested stream by marking In/Out - while the stream is being captured.

I am pretty sure there is a Black Magic product that will do what you want, just not sure which one.

We did something similar at our church a few years ago. I will see if I can get some info but most of the people hat were involved with that are no longer around.

Standard video editing software, such as Premiere Elements or Premiere Pro, doesn't provide that capability. You can certainly capture live from a camera, but you must manually start and stop the capture to create a file which can be subsequently used in the editing software.

Broadcast applications, such as the ones you mentioned, ingest to a video server which has capabilities to define and grab a segment on the fly. The server can handle the routine functions of green screen, slow or stop motion, reverse play, and overlay without the need for external editing. Of course, once created, segments can be edited by an external editor such as Premiere as well.
