Got the book ... very nice, took a quick look for the answer to this question, but guess I'm lazy.

I have been playing around moving things on the timeline, trying to get acquainted with the program.

Can anyone tell me what this blue line is, how it ended up there, and how to get rid of it should I want to, and what the negative time designation means. thanks ...

When you move a video on the timeline Vegas can move the other events around it. There are two ways to do this:
  • Using the "auto ripple" button which moves the events as soon as you have finished dragging them.
  • Using a "post edit ripple". (Edit > Post Edit Ripple > Ripple type). Vegas is showing you where a ripple would be applied - and by how much if you were to perform the ripple from the edit menu.
TL/DR - Therefore the arrow can be safely ignored if you you don't want to ripple other events.
