Pixelan makes a plug-in called AnyFX which offers some interesting effects. It costs only $29.

They have film touch, blur effects, filters, and transitions.
There is a demo version available.

If you poke around the web site you will also find that there are add-on effects that you can add for no additional cost. It ahas a really good snow and rain filter. There is also a Photoshop plug-in. at no additional cost.

I have already been using their 3D 6-Pack for transitions, which is very good, and also costs only $29.
