merging video tracks in the timelineIs it possible to bring down the video track 3 down over video track 2 and merging them?

Yes, you can overlap one clip over another. (Well, at least in versions 8 and 9 you can.) It won't mix the two clips. You will see only the clip that's overlapping the other clip and their audio will combine. What effect are you trying to achieve? There may be a better way to do it. If you mean placing two tracks on the same timeline so that you can see one through the other - that won't work. If you want to see two tracks together (side by side; one above the other; etc) then you'll have to adjust their relative positions and sizes using either a Picture in Picture preset or by adjusting the respective video properties under the Video Effects>Motion>Scale and Position settings.
