I would like to permanently rid my PC (PE 7 + Vista) of old video files and associated files that are no longer needed and are also cluttering up the Organizer. What would be the quickest and most efficient way to do this?

I would use the Organizer.

Just select the files you want to delete, right-click on them and select Delete.

You'll then have the option of simply removing them from the Organizer catalog and removing them from the catalog and your computer.

The best way to delete files is established when you start new projects Simon.
If you place every new project in its own folder then when you are finished you only have to delete the folder.

Anything in folders called;
Adobe Premiere Elements Preview Files
Encoded Files
Media Cache Files

can be deleted, that should be a start.
