Gentlemen, here's my entry for dumbest question of the week.

In all the preset transitions available in PE7, I cannot find a simple fade in/fade out.

Is there one? And if so, where is it hiding?

It's so considered 'standard' that it is built in. Right-click the clip and select 'Fade' from the context sensitive menu.

You can also use the Cross Dissolve transition for this as well but you have to add Black Video before or after your clip to get the fade in or out.

The Fade presets are just convenience shortcuts to add keyframes to the opacity and/or volume properties of the clip. As pointed out previously, you can apply them through the context menu that you get when you right click on the clip in the timeline. Or, you can click the Properties button and expand the opacity and/or volume properties in the properties panel. You could even skip the presets and keyframe the properties directly.

Using a cross dissolve with black video seems a bit of an overkill for a basic fade-in/fade-out, but the technique can be quite creative when using other transitions (for example, iris or gradient wipe).

A one-sided cross dissolve for the beginning or the end would be easy for fade in & fade out.
