What is the Premier Pro preset for YouTube HD

Hello my dear friends.
It has been a while since last time but as soon as I'm stuck with something I do not know where to ask except here.
I've a .psd file that is 1280x720 and I will make a short video based on this .psd.
The short video will only contain this .psd and only the layers of the .psd will have some motions and a sound clip (narrations) will be attached to this short video.
The .psd includes 4 layers and the background layer.
I do import the .psd into Premier Pro CC but really have two problems:-
1) How to exactly to pick the sequence settings when creating a one? I mean the exact true settings to do the import or export to exactly fit the .psd 1280x720.
2) When I do the final export to upload it to YouTube, what is the exact right preset to choose so I can get a final HD video without any letterbox bars on youtube.

I use h264 at 720p using the Vimeo preset in the Adobe media encoder. In the monitor of the encoder, I set the scale to fit which is only about 2 pixels.

What version of PrPro are you using? For the project in PrPro use the 720p preset since you are exporting at that size anyway.

For your sequence, you can use the avchd 720p25 preset. This will give you properties that are consistent with the region (25 frames per second), the PSD (frame size 1280x720), and a 48k audio sample rate.

For exporting to YouTube, don't check the "Match Sequence Settings" box in the export dialog. The sequence uses uncompressed audio while YouTube recommends AAC compression. For the Format select H.264 and for the Preset select "YouTube HD 720p 25". This will export using AAC audio.

This is the end result video according to the suggested settings
YouTube HD 720p 25
32 MB
Any other suggestions?
Another thing, when I choose the preset HD 720p 25 the file size is 92 MB
When I choose Vimeo HD 720p 25 the file size is 72 MB
So is it recommended to only use the YouTube preset due to the small size?
