Have you tried going to the program's Help menu and selecting Check for Updates?

Yes, and it keeps reporting an error of unknown origin. Can't get past it on that computer, so I thought I'd try downloading from another one.

It could be that, since the introduction of subscription-only support for Adobe's Creative Suite, it's no longer dropping updates unless you're a subscriber.

You don't need to be a paid subscriber to Creative Cloud to get updates. But, keep in mind that Photoshop CS5.x hasn't been updated in quite a while.

There were changes to the update services. See this thread: viewtopic.php?f=50&t=11990&p=103807&hilit=+updates#p102185

Don't confuse the version 5.5 updates at the bottom of the list with CS5.5. Version 5.5 is ancient and predates the CS versions.

I usually understand this stuff just fine, but I cannot see an update for CS5.5.

I think I saved the update file that I downloaded, but it is on my computer at home. I'm at work now.
If you can't download it from Adobe, maybe I can get it to you somehow.
