I have a photo that appears in several places on the timeline and with different effects.
Is there a "change picture" function?

You can replace it with another photo, if that's what you mean, and it will be replaced with this new photo at every occurence on your timeline.

but then I noticed that you didn't tell me HOW to "change picture".

How do I do that?

Right click on the image and select Replace Asset :)

I'm working CS5.5 and I do not have "replace asset" as an option when I right-click on the image.

Try going to the media panel and right click. I think there is an option to "replace media" or something like that.

Alternatively, rename the new photo file to the same name as the one it will replace and put it in the same location as the original one. Rename the original one first if you don't want to copy over it.

There's a replace footage option, but I can't get it to work for the image.
There are half a dozen places I want to replace with the same image, and,
although I can manually do it, I need to know how to use whatever function
may exist instead. I make HUNDREDS of videos.

Here are the steps for CS5.x:

1) locate the clip name to be replaced in the Project Panel -- not the timeline.
2) right click on the clip name and select "Replace Footage"
3) When the dialog box appears, locate the image that is to replace the other.
4) with the replacement image selected, click the "Select" button.
(there is a checkbox "rename clip to filename" -- check it to rename the
clip in project to the new file name.

That's it. All instances of the clip in the timeline will be replaced with the effects still applied.

Okay, but here is the strange thing, Bob...

When I right-click and select "replace footage", I end up in the directory where the very same file is located, and no other files will display.

When I do what the video Steve linked says, the image does not retain effects.

The dialog box allows you to navigate to another directory. Can you not do this?

The video Steve linked to is for CS6 and it doesn't show how to use "Replace Footage". The way the video does it only replaces the single instance on the timeline.

Well, guess what--you're right, Bob. The problem is that I had to change the format selected in the directory menu.

So thanks for that.

Now I need to know how to keep the effects and sizing, because they're definitely getting thrown out when the picture is replaced according to the instructions in the video Steve linked to.

Thanks to everyone's help, I have figured out one missing fact:

apparently the file that you want to replace another image with must be the same file type.

JPEG doesn't keep the effects and size of a PNG, for example.

Problem solved.
