Same Settings, Different Bitrate Outputs?

Got any idea why these bitrates are showing differently, even though they have the same bitrate output setting in Adobe Media Encoder?

File 1 shows a bitrate of 1495 kbps in the Properties. This file and several like it were processed several months ago.

File 2 shows a bitrate of 2984 kbps in the Properties. This file and several like it were processed yesterday.

These are exported as WMV. Preset is "NTSC Widescreen Source to High Quality Download".

Exported at Default average bitrate of 1,500.

Now I see that the output in the properties Detail tab is:

Data rate 4468 kbps

Total bitrate 4587kbps

Why in the world does it not reflect the default 1,500 bitrate for WMVs in the Adobe Media Encoder? I haven't seen this happen before. I just fly right through the process.

I wanted to let you know that we're not ignoring you. I just don't have an answer for that.

Mine doesn't change unless I change it. Is there a chance it could have been accidently changed at some point?

I don't know how the change would have occurred. Do you know of a way?

I do know that when I changed to variable constrained, from the default variable unconstrained, last night, I was able to set the maximum bitrate. That option is not available under variable unconstrained. Unless I just don't know how to pull it off.

Thanks for keeping in touch. This is a real big deal for me. I had to redo at least 20 videos overnight.
