How can I access the titles I made in another project?

Open the project and save them each as a template.

You don't have to save them as templates, you can also simply export the titles in the project as title (.prtl) files and you can then import them as needed into any project. Select the titles you want in the project panel and, from the main menu, select File>Export>Title... and save them.
