When to use Premiere Pro and to use Premiere Elements?

Hi my friends,
I've changed my old computer to a new one, not a brand new but it is Dell Precision Workstation T3500.
I can no longer afford the premiere pro price scheme so I was thinking about changing to another video editor
I am only using the software to do my screencasting educational video tutorials and my on the house vlogs.
Today I've found an offer on adobe website for premiere elements 2019 for $70, so may you help to make up my mind if I should go for elements 2019 or to switch back to cs6 instead of the greedy cloud version.
Or if you have any other suggestions, I am open minded to know and learn.

It's most likely Premiere Elements can do everything you need, Mohamed.

Premiere Pro would be a better choice if you're working with a professional video format or you're also working with After Effects. But if you're editing AVCHD, phone video or 4K, you'll likely be happy with Premiere Elements.

But download the free trial first and give it a test run. See if you like what it can do and how it does it.
3.6 ghz i7-7700 running Windows 10 Pro 64-bit with 16 gigs RAM and a 2 terrabyte HD. Also iMac 2.6 ghz dual-core, 4 gigs of RAM, running OSX El Capitan and Boot Camp Windows 10 64-bit.

I am using Camtasia Studio 9 for recording my screen cast video if that makes any differences in making a decision.

I would use Camtasia's software to edit Camtasia screen recordings, Mohamed. It's the best tool for that job.

Actually I've rolled back to Camtasia 9 because 2019 version is extremely slow

You could download the trial of Premiere Elements before you buy.

Actually I've followed Steve advise and stick to Camtasia Studio. I've even tried version 8 and found it really light and do what I need.
I have to admit that I got bored from time to time and that leads me to consider use new tools hehehe
