CPU usage 100%

I have been testing Premiere Element 10 on the PC I have in my signature. I'm finding that things move along not overly slow.
I seem to meet Adobes minimum specs.
I am only trying two clips that total less than 5 minutes.
I added a transition and rolling text. The render time is not bad.(Soft render..hit enter key) It's HDV footage from my Canon HV40.

With that being said my CPU IS AT 100% most of the time and my memory at about 1.25 GB as seen in Task Manager.

With my CPU at 100% most of the time does that cause any harm or maybe shorten the life of CPU?

Running a CPU at 100% is not in itself dangerous. The temperature the CPU runs at is more a concern - having said that almost all modern CPUs have mechanisms to reduce their speed and therefore temperature to prevent damage. If you have not overclocked your system or performed other modification (for example making your fans run deliberately slower to reduce noise) then it is unlikely that the rendering will cause problems.

There are various ways to monitor you system's internal temperatures - HWMonitor here is one:

Given that the system is now quite old you might want to give it's internals a good dusting/clean with an air blower or similar to improve it's cooling efficiency.

That was my concern of over heating.

I did no overclocking. It's a straight out of the box Dell.

I just went through all that when I did a clean install of operating system in July. WOW. Lots of dust.
