Donna, have you tried adjusting the brightness and contrast first?
And sorry if I missed it but what version of Premiere Elements are you using?

I think that when the Neat Video plugin is installed the Premiere Elements plug in is put in the proper folder. When you open Premiere Elements after installing the software it should show up along with all the other effects.

If it doesn't do the install automatically then here are the instructions from Neat Video

To manually install Neat Video plug-in into Adobe Premiere Elements:

Copy the NeatVideo.prm file from the Neat Video installation folder
(typically, C:\Program Files\Neat Video for Premiere\) into
the \Plug-ins\en_US\ subfolder inside the Premiere Elements folder.

Typically, the NeatVideo.prm file should be copied to:
C:\Program Files\Adobe\Adobe Premiere Elements x.x\Plug-ins\en_US\

Then re-start Premiere Elements, and find "Neat Video > Reduce noise"
in Premiere's Video Effects list.

It is in the file but it isn't showing up in pre. i have re-istalled it but it still isn't there.. what now? thanks

Do you use only Premiere Elements, or do you use Premiere Pro, too?
It may have gone into the Pro folder.

I have pre 7 only. in my program files i have program files and program files (x86). It is in both files. adobe is in program files (x86). all the files are there. i have reinstalled and restarted pre and i also restarted the computer. logic and thinking aren't my strong suite anyway but they are really lacking right now..LOL thanks for your help.. :-D

Sounds like you have Windows 7 64-bit. The "Program Files" folder is for 64-bit programs. Premiere Elements 7 is a 32-bit program and will go into the "Program Files (x86)" folder. The plugin will go into "C:\Program Files (x86)\Adobe\Adobe Premiere Elements 7.0\Plug-ins\en_US". It would probably work in "C:\Program Files (x86)\Adobe\Adobe Premiere Elements 7.0\Plug-ins" also. Some plugins install there.

You may need to rebuild the plugins cache. Press and hold the shift key and keep holding it while starting Premiere Elements.

Yes I do have the 64 bit system. I deleted the neat video and re-installed it.it automatically installed in the pf(86). i restarted pre with the shift key held down and nothing happened. i even restarted the computer and nothing. :pull: it's been a long day already..LOL
