How can you export video to DVD with Premiere Elements 2023.

Adobe removed that feature in version 2023. They also removed the option to output a 720x480 DVD resolution video.
In order to burn a DVD, you'll need to use a third-party DVD authoring app like TMPGEnc or a free app like DVD Styler. You can then load it with video from your Premiere Elements project that you Export & Shared as 1280x720.
